DOPE, INC. IS RECALLING 42,540 COMBINATION CORNER AND BUMPER LAMP ASSEMBLIES OF VARIOUS PART NUMBERS SOLD FOR USE AS AFTERMARKET EQUIPMENT FOR VARIOUS PASSENGER VEHICLES. THESE HEADLAMPS FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 108, "LAMPS, REFLECTIVE DEVICES, AND ASSOCIATED EQUIPMENT." THESE LAMPS DO NOT CONTAIN THE REQUIRED AMBER SIDE REFLECTORS.
Consequence: DECREASED LIGHTING VISIBILITY MAY RESULT IN A VEHICLE CRASH.

PURCHASED A 9000 LB. MOTORHOME EQUIPPED WITH NEW "AUTOGUARD" LT 225-75R16 TIRES INSTALLED IN 2016. WHILE DRIVING THE INTERSTATE IN IDAHO,NOTICED A ROUGH RIDE, ATTRIBUTED TO TO THE FACT THAT THEY WERE PAVING THE HIGHWAY REQUIRING FREQUENT STOPS. PULLED OFF THE HIGHWAY FOR FUEL AND DISCOVERED AN OUTSIDE DUAL WORN THRU THE STEEL BELTS ON ONE AREA OF THE TIRE. THE TIRE DEALER DISCOVERED THAT TWO ADDITIONAL REAR TIRES WERE WORN IN A SIMILAR MANNER, ONE WORN 360 DEGREES BUT ONLY ON ONE SIDE OF THE TIRE THE OTHER SIDE STILL HAD TREAD {VISIBLE IN THE PHOTOS}THE OTHER THREE TIRES WERE NOT ABNORMALLY WORN - INTACT. THESE TIRES HAD BEEN CHECKED FOR CONDITION THAT MORNINGS DEPARTURE. THESE TIRES WERE THREE YEARS OLD AS VERIFIED BY THE TIRE DEALER REPLACING THEM, HIS DIAGNOSIS WAS TREAD SEPARATION. ALL SIX TIRES WERE REPLACED AS A RESULT OF THIS NEAR DISASTER. THE ESTIMATED MILES DRIVEN ON THESE TIRES IS 2186, THE REPLACEMENT TIRES NOW HAVE 1664 MILES ON THEM AND ARE VISIBLY NEW. OBVIOUSLY, A 50% FAILURE RATE{3 OUT OF 6 TIRES} WITH SO LITTLE USE INDICATES THAT THESE TIRES ARE DANGEROUS AND SHOULD NOT BE SOLD IN THIS COUNTRY. ONLY TIMING AND LUCK PREVENTED A PERHAPS FATAL ACCIDENT IN THIS CASE. I AM COMPELLED TO BRING THIS TO YOUR ATTENTION AND EXPECT ACTION ON YOUR PART. OBVIOUSLY, SINCE THE MANUFACTURER, BEIJING CAPITAL TIRE COMPANY., IS HEADQUARTERED IN CHINA I HAVE NO WAY TO OBTAIN COMPENSATION OR REDRESS FOR MY EXPERIENCE, HOW MANY OTHERS ARE GOING TO BE EXPOSED TO AN EVEN WORSE SITUATION? I WILL STAY INFORMED, EXPECTING THE WORST.

FORD IS RECALLING 225,000 MY 1992-2003 ECONOLINE, MY 1993-1995 TAURUS SHO, MY 1992-1998 CROWN VICTORIA, MY 1993 BRONCO, F-SERIES, MY 1995-1997 F-SERIES SUPER DUTY STRIPPED CHASSIS, MY 1992-1998 MERCURY GRAND MARQUIS, AND MY 1992-1995 LINCOLN TOWN CAR VEHICLES. THE AFFECTED VEHICLES WERE PREVIOUSLY REPAIRED USING A WIRING HARNESS THAT IS NOT COMPATIBLE WITH THE VEHICLE CIRCUIT POLARITY.
Consequence: AS A RESULT, THE FUSE IS LOCATED IN THE OUTPUT CIRCUIT RATHER THAN IN THE INTENDED INPUT POWER FEED CIRCUIT, AND MAY NOT OFFER THE INTENDED PROTECTION IN THE EVENT OF AN ELECTRICAL SHORT TO GROUND.
Remedy: DEALERS WILL INSTALL A NEW WIRING HARNESS, OR REPLACE THE MATING ELECTRICAL COMPONENT. THE RECALL BEGAN ON FEBRUARY 18, 2008. OWNERS MAY CONTACT FORD AT 1-800-392-3673.

THE FUEL FILLER HOSE OR FUEL FILLER VENT HOSE WAS DAMAGED BY A DRILL BIT USED TO INSTALL THE DSO PACKAGE ATTACHING HARDWARE ONTO THE FLOOR PAN.
Consequence: IF EITHER OF THE HOSES WAS PENETRATED BY THE DRILL BIT,FUEL LEAKAGE COULD RESULT, PARTICULARLY DURING FUELING OF THE VEHICLE. IN THEPRESENCE OF AN IGNITION SOURCE, THIS COULD RESULT IN FIRE.
Remedy: REPLACE THE FUEL FILLER AND VENT HOSES AND RELOCATE THE MOUNTING HARDWARE IN THE FLOOR PAN.

THE TIRE CERTIFICATION LABELS INCORRECTLY IDENTIFY THE VEHICLE TIRE REQUIREMENTS AS P235/75R15 SL (STANDARD LOAD), RATHER THAN AS P235/75R15 XL (EXTRA LOAD).
Consequence: THE CERTIFICATION LABELS ON THE AFFECTED VEHICLES DO NOTCOMPLY WITH FMVSS 120, "TIRE SELECTION AND RIMS FOR MOTOR VEHICLES OTHER THANPASSENGER CARS." INCORRECT TIRE SELECTION COULD RESULT IN SUDDEN FAILURE OFA TIRE WHILE THE VEHICLE IS IN MOTION, AND RESULT IN A VEHICLE ACCIDENT.
Remedy: CORRECT TIRE INFORMATION LABELS AND INSTALLATION INSTRUCTIONS WILL BE MAILED TO THE OWNERS OF THESE VEHICLES. OWNERS WILL BE INSTRUCTED THAT DEALERS CAN INSTALL THE LABEL PROVIDED IF THEY PREFER.
TL* THE CONTACT OWNS A 1992 FORD ECONOLINE. THE CONTACT STATED THAT A FIRE IGNITED FROM UNDER THE HOOD AS THE VEHICLE WAS PARKED. THE CONTACT EXTINGUISHED THE FIRE AND THE VEHICLE WAS TOWED TO AN AUTHORIZED DEALER, WHO STATED THAT THE WIRING HARNESS NEEDED TO BE REPLACED. THERE WAS A RECALL UNDER NHTSA CAMPAIGN ID NUMBER 008V051000(VEHICLE SPEED CONTROL) THAT COULD HAVE BEEN RELATED TO THE FAILURE HOWEVER, THE CONTACT'S VIN WAS NOT INCLUDED IN THE RECALL CAMPAIGN. THE VEHICLE WAS NOT REPAIRED. THE MANUFACTURER WAS NOTIFIED OF THE DEFECT. THE APPROXIMATE FAILURE MILEAGE WAS 100,000.
I WAS TRAVELING HOME TO CAMDEN, TN FROM WEST FRANKFORT, IL WITH MY CHILDREN ON HWY 69. CRUISE CONTROL WAS ENGAGED. WHEN ENTERING A LOWER SPEED ZONE, I ATTEMPTED TO SLOW THE VEHICLE, BUT AFTER ATTEMPTING TO SLOW THE VEHICLE, UPON RELEASING THE BRAKE, THE VEHICLE WOULD INCREASE IN SPEED AGAIN AND THE ENGINE CONTINUED TO RUN HIGH. I KNEW THERE WAS A MAJOR PROBLEM WHEN I WAS GOING UPHILL AND THE VEHICLE WAS INCREASING IN SPEED RELATIVELY QUICKLY. I PRESSED HARD ON THE BRAKES, BUT THE BRAKES WERE VERY HARD TO PRESS. I KNEW WE WERE IN TROUBLE AT THIS POINT BECAUSE I HAD JUST REPLACED ALL FOUR BRAKES THE WEEK BEFORE, SO I KNEW THE BRAKES WERE FINE. I SHIFTED THE VEHICLE INTO NEUTRAL, ENGAGED THE EMERGENCY BRAKE, AND MANAGED TO PULL THE VEHICLE OFF TO THE SHOULDER IN FRONT OF A BP GAS STATION IN MURRAY, KY. I TURNED OFF THE CAR, WAITED ABOUT ONE MINUTE AND STARTED IT AGAIN, BUT THE VEHICLE WAS RUNNING HIGH, AS THOUGH THE ACCELERATOR WAS STUCK. A FRIEND CAME TO HELP ME AND WE MANAGED TO GET THE VEHICLE RUNNING AGAIN AND I TRAVELED HOME THE NEXT DAY. THE SAME THING HAPPENED AGAIN ON 10/14/2011. I WAS TRAVELING TO WORK WITH A CO-WORKER AND I PUT THE VEHICLE INTO CRUISE (FOR THE FIRST TIME SINCE THE SEPTEMBER INCIDENT). SUDDENLY, UPON TRYING TO SLOW DOWN TO MAKE A RIGHT HAND TURN, THE VEHICLE BRAKES BECAME VERY HARD TO PRESS, THE ENGINE RAN HIGH, AND THE SPEED BEGAN TO INCREASE. I IMMEDIATELY KNEW THAT THE SAME THING WAS HAPPENING AS BEFORE, SO I IMMEDIATELY LOOKED FOR A SAFE PLACE TO PULL OVER (NO GOOD SHOULDERS ON A WINDY COUNTRY ROAD), PUT THE VEHICLE IN NEUTRAL, ENGAGED THE EMERGENCY BRAKE, STOPPED AND TURNED OFF THE VEHICLE. WHEN I TURNED IT BACK ON, IT WAS RUNNING HIGH STILL. I TURNED IT OFF, SHOOK THE ACCELERATOR PEDAL VIGOROUSLY AND THE VEHICLE RAN LIKE NORMAL. I HAVE NOT USED THE CRUISE CONTROL SINCE AND HAVE REMAINED WITHOUT INCIDENT. *TR
TL* THE CONTACT OWNED A 1992 FORD ECONOLINE VAN. WHILE DRIVING APPROXIMATELY 35 MPH, THE CONTACT HEARD AN UNUSUAL NOISE AND ASSUMED ONE OF THE TIRES WAS FLAT. AS HE WAS MOVING THE VEHICLE OFF THE ROADWAY, THE VEHICLE CAUGHT ON FIRE FROM THE DRIVER'S SIDE. THE FIRE DEPARTMENT WAS CALLED AND A REPORT WAS FILED. THE POLICE ARRIVED BUT THEY DID NOT FILE A REPORT. THE VEHICLE WAS DESTROYED. NO ONE WAS INJURED. THE APPROXIMATE FAILURE MILEAGE WAS 130,000.

(FRIDAY MAY 1, 09) SATURDAY AFTERNOON 5-02-09 VAN SITTING IN DRIVE, HAD NOT BEEN DRIVEN SINCE PRIOR DAY, A BURST OF SMOKE AND SOME FLAMES CAME OUT FROM UNDER THE HOOD. THEN IT STOPPED. CALLED DEALER FIRST THING MONDAY MORNING 5-04 TO SEE IF COULD BRING IN FOR RECALLED WIRING HARNESS AND CC SWITCH TO BE REPLACED. WHEN GOT THERE BRAKE AND ABS LIGHT ON DASH ALSO CAME ON. DEALER SUPPOSEDLY HAS REPLACED THE DEFECTED PARTS AND LIGHTS ON DASH WENT OUT. ( MAY 4, 09.) I HAD CONTACTED THE DEALER REPEATEDLY IN THE PAST FEW YEARS ABOUT THIS RECALL AND WAS PUT OFF EACH TIME WITH NO PARTS, TOO BUSY, WHEN ASKED IF THEY COULD SIMPLY DISCONNECT THE UNIT, I WAS TOLD NO. NOT UNTIL I HAD A FIRE DID THEY OFFER TO GET HER IN AND REPLACE THE PARTS. AND THEN THEY SAID THEY MAY NOT REPLACE BOTH, ONLY THE HARNESS, WHICH I WAS NEVER NOTIFIED ABOUT IN THE RECALL. ONLY THE SWITCH. 1992 FORD E150 ECONOLINE VAN THEY WOULD NOT GIVE ME THE OLD PARTS SAID THEY HAD TO SEND BACK TO THE COMPANY. I HOPE THIS SOLVES THE PROBLEM I DO NOT KNOW YET BUT THEY REFUSE TO HANDLE ANYTHING ELSE ONLY THE RECALLED ITEMS. *TR
PROBLEM: DOOR LATCHES ON THREE OF SIX DOORS ON 1992 FORD ECONLINE CONVERSION VAN FAILED SUDDENLY WITHIN FOUR DAYS OF EACH OTHER PREVENTING DOORS FROM BEING OPENED. SAFETY HAZARD: DOORS NOT OPENING COULD PREVENT EGRESS FROM VEHICLE IN EVENT OF AN ACCIDENT. FAILURE CAUSE: DETERIORATION OF PLASTIC RETAINERS AT BOTH END OF DOOR MECHANISM CABLES. FOUR RETAINERS ARE MOLDED TO EACH END OF TWO CABLES INSIDE THE DOOR. FAILURE OF THE RETAINERS PREVENTS DOORS CABLES FROM FUNCTIONING PROPERLY TO OPEN DOORS. IN ALL THREE CASES EACH OF THE FOUR RETAINS IN ALL THREE DOORS FAILED SIMULTANEOUSLY. REPAIRS: FOLLOWING THE FIRST FAILURE, THE VEHICLE WAS TAKEN TO A MECHANIC WHO ADVISED THAT REPLACEMENT RETAINERS WERE NOT AVAILABLE. THIS REQUIRED REPLACEMENT OF ENTIRE HANDLE A CABLE ASSEMBLY AT AN INSTALLED COST OF @$300. ACCORDING TO THE MECHANIC INDIVIDUAL CABLES WERE NOT AVAILABLE EXCEPT AS PART OF THE ENTIRE ASSEMBLY. THE FOLLOWING DAY, THE SECOND REAR DOOR FAILED. BEFORE REPAIRS COULD BE UNDERTAKEN, THE LEFT CARGO DOOR ON THE RIGHT SIDE OF THE VEHICLE ALSO FAILED.. THE CONSUMER UNDERTOOK REPAIRS BY USING EPOXY PUTTY TO MOLD REPLACEMENTS OF THE FAILED PLASTIC RETAINER. IT APPEARS THAT THIS MAY WORK THOUGH THESE REPAIRS HAVE NOT YET BEEN SUCCESSFULLY COMPLETED. IT IS ANTICIPATED THAT THE PLASTIC RETAINERS ON THE REMAINING THREE DOORS WILL FAIL IN A SHORT PERIOD OF TIME REQUIRING SIMILAR REPAIRS UNLESS THE PLASTIC RETAINERS WERE PART OF A BAD BATCH WHILE THE REMAINING CABLES WERE PART OF A GOOD BATCH. TOTAL COST OF REPAIRS IF ALL SIX DOORS FAIL WOULD BE APPROXIMATELY $1800 OR ALMOST HALF OF THE TOTAL CURRENT VALUE OF THE VEHICLE. RECOMMENDATION: FORD SHOULD RECALL ALL VEHICLES FOR WHICH THESE PARTS ARE USED TO INSPECT AND REPLACE, AS NECESSARY, THE CABLES CONTAINING THE PLASTIC RETAINERS. AT THE VERY LEAST, FORD SHOULD MAKE AVAILABLE REPLACEMENT RETAINERS THEREBY AVOIDING THE NEED TO REPLACE THE ENTIRE HANDLE ASSEMBLY WHICH IS EXPENSIVE AND WASTEFUL. *TR

THE CONTACT HAD HIS CRUISE CONTROL DEACTIVATED IN FALL OF 2007 ACCORDING TO NHTSA CAMPAIGN ID NUMBER 08V051000 (VEHICLE SPEED CONTROL:CRUISE CONTROL), WHICH COULD CAUSE A FIRE. HE THEN HAD THE NEW AND IMPROVED CRUISE CONTROL PART INSTALLED IN THE SUMMER OF 2008. AFTER THE INSTALLATION, HE NOTICED THAT THE CRUISE CONTROL WAS NO LONGER OPERATIVE. THE MANUFACTURER STATED THAT THEY WOULD STAND BY THEIR REPAIR AND HONOR A REPLACEMENT FOR THE FAILURE; HOWEVER, THE CONTACT WOULD HAVE TO PAY FOR THE DIAGNOSTIC IN ADDITION TO ANY OTHER EXPENSES OTHER THAN THE JUMPER HARNESS. THE CURRENT MILEAGE WAS APPROXIMATELY 101,850 AND FAILURE MILEAGE WAS 99,966.

THE CURRENT AND FAILURE MILEAGES WERE UNKNOWN.

WHILE THE MECHANIC WAS INSPECTING THE VEHICLE, HE OBSERVED AN INCOMPLETE STICKER INSIDE THE DOOR BY THE MANUFACTURER IN 1992. THE CONTACT WAS CONCERNED THAT THE STICKER INDICATED THAT THERE WERE SOME PARTS ON THE VEHICLE THAT WERE NOT COMPLETELY INSTALLED. THE CONTACT STATED THAT THE FRONT END ALSO NEEDED TO BE ALIGNED. THE CLOSET DEALER THAT WOULD DISCONNECT THE SWITCH IS APPROXIMATELY 2.5 HOURS AWAY, BUT THEY DID NOT KNOW WHEN THE PARTS WOULD BE AVAILABLE EITHER.
