THE VEHICLE WAS PARKED ON A CITY STREET. I ENTERED THE VEHICLE, SAT DOWN IN THE DRIVER SIDE AND ATTEMPTED TO PULL THE SEAT ACROSS MY BODY. I WOULD NOT MOVE, I BEGAN TUGGING AT IT AND RELEASING IT. I BROKE THE HOUSING OFF OF THE SEATBELT AND I COULD SEE INSIDE IT WAS WRAPPED IN A SPIRAL.

THIA IS AM ISSUE THAT ONLY THE VOLVO DEALERSHIP CAN FIX SINCE IT INVOLVES REPROGRAMMING OR REPLACING AND PROGRAMMING A NEW ETS MODULE. FORTUNATELY IT HAPPENED TO ME IN A PARKING LOT AND I WAS ABLE TO GET IT ROWED TO A SHOP TWICE. NOW IT IS GOING TO THE DEALER.

I WAS DRIVING MY CAR ON THE HIGHWAY AND AS SOON AS I REACHED 60 MPH MY ETS LIGHT CAME ON ALONG WITH MY BRAKE LIGHT AND OIL LIGHT. MY SPEEDOMETER WENT TO ZERO AND MY CAR WAS ACTING STRANGE. I PULLED OVER AND STOPPED AND HEARD A LOUD NOISE FROM THE ENGINE. I TURNED OFF MY CAR. I CALLED AAA AND ASKED FOR A TOW. WHILE THE TOW TRUCK WAS COMING, I TRIED TURNING MY CAR ON AGAIN AND THE ETS LIGHT CAME ON FLASHING AND THE CAR WOULDN'T START. I STARTED TO GOOGLE THIS PROBLEM AND SAW MANY PEOPLE HAD THE ETS ON THEIR VOLVO RECALLED. I CALLED VOLVO AND THEY DECLINED TO HELP ME. THEY SAID I NEED TO PAY FOR A NEW ETS MODULE. THEY SAID MY CAR DOESN'T HAVE A RECALL ON IT. I FOUND THIS TO BE NOT TRUE AFTER CHECKING YOUR WEBSITE FOR RECALLS ALONG WITH ANOTHER .GOV WEBSITE. I CALLED VOLVO AGAIN AND THE SAME GUY TOLD ME NOT TO CALL THEM ANYMORE AND HE HUNG UP THE PHONE. WHEN MY CAR WAS FINALLY AT HOME, I CALLED MY MECHANIC WHO USED TO WORK AT A DIFFERENT VOLVO (30 MILES FROM WHERE I LIVE) AND HE CAME TO LOOK AT MY CAR. WE SWITCHED OUT THE BATTERY, PUT IN A NEW STARTER, NEW ALTERNATOR, SWITCHED OUT ALL MY FUSES WITH NEW FUSES, CHANGED SPARK PLUGS AND SPARK WIRES, PUT NEW COILS ON AND DID AN OIL CHANGE. THE CAR STARTED, HOWEVER THE ETS LIGHT HAS BEEN ON EVER SINCE AND WHEN I REACH HIGHWAY SPEEDS, IT DOES THE SAME THING. I HAVE NOT DRIVEN IT SINCE. THE ETS IS RECALLED FOR MY VOLVO WHEN I ENTERED THE VIN. I NEED HELP WITH GETTING VOLVO TO FIX THE RECALL OR DO SOMETHING ABOUT IT. THE STATE PATROL DID COME BEHIND ME TO ASK IF EVERYTHING WAS OKAY AS I WAS WAITING FOR THE TOW TRUCK. I DON'T HAVE ANY POLICE REPORTS BUT I DO HAVE THE OFFICERS CARD IF NEEDED.

THE ENTIRE WHEEL AND TIRE SUDDENLY CAME OFF THE CAR WHILE DRIVING ON A CITY STREET GOING STRAIGHT. THE WHEEL LUGS HAD SEVERED OFF /BROKEN OFF COMPLETELY. THE VEHICLE WAS AT A 40 MPH SPEED. THE CAR WAS TOTALED. THIS CAR WAS VERY WELL MAINTAINED BY INDEPENDENT VOLVO MECHANIC AND HAD NEVER BEEN WRECKED OR INVOLVED IN AN ACCIDENT BEFORE.

I HAVE A 2000 VOLVO S70 WITH ETS LIGHT AND CHECK ENGINE LIGHT ON. THE CAR STALLS AND SURGES/LUNGES AT ALL RATES OF SPEED AND IS VERY UNSAFE. AFTER DOING RESEARCH I FOUND OUT THERE WAS A RECALL ON THIS PART. I CALLED MY LOCAL DEALER AND RAN THE VIN#. THEY STATED THE RECALL WAS DONE IN 2009. I CALLED VOLVO CORP. CUSTOMER CARE LINE AND THEY STATED THAT MY CAR WAS TOO OLD AND NO LONGER COVERED UNDER THE WARRANTY/RECALL. I DON'T UNDERSTAND HOW I AM RESPONSIBLE FOR PAYING FOR A FAULTY PART BY THE OEM MANUFACTURE WHEN THEY REPLACED THE FAULTY PART WITH FAULTY PARTS. IN MY RESEARCH I FOUND OUT IF MY ELECTRONIC THROTTLE BODY WAS REPLACE IT WOULD HAVE A YELLOW LABEL ON IT. MINE DOES NOT. IT HAS THE ORIGINAL WHITE LABEL ON IT. I BELIEVE THAT IT MAY HAVE HAD THE SOFTWARE UPGRADE AND CLEANED BUT I DO NOT BELIEVE THE ACTUAL UNIT WAS REPLACED. I TOOK MY CAR INTO THE LOCAL VOLVO STORE IN WINTER PARK FL WHERE I WAS CHARGED A TOTAL OF $127 AND SOME CHANGE TO TELL ME THAT I NEEDED A NEW ELECTRONIC THROTTLE BODY AND WOULD REQUIRE A NEW SOFTWARE UPGRADE. TOTAL COST TO REPAIR $880.00 AND QUOTE DOES NOT SAY THAT THE SOFTWARE UPDATE IS INCLUDED. I AM NOT THE ORIGINAL OWNER OF THE CAR. I BOUGHT IT WITH 75,000 MILES AND CURRENTLY HAVE 92,000 MILES. VOLVOS EFFORTS TO FIX THIS PROBLEM IS NOT WORKING AND IF IT DOES WORK IT DOES NOT FIX THE CAR FOR VERY LONG. WHY IS IT THAT THE WARRANTY FOR THE RECALL PART IS BASED ON THE TOTAL VEHICLE MILEAGE AND AGE INSTEAD OF THE AGE AND MILEAGE OF THE REPLACEMENT PART OR FROM THE TIME THE RECALL WAS ISSUED? I WAS UNABLE TO START THE VOLVO S70 2000 ENGINE AT ALL ON 7/2/12 AND AFTER CHECKED BY TECHNICIAN THAT THE FUEL PUMP WAS NOT WORKING AND REPLACEMENT WAS NEEDED. THIS PROBLEMS HAD OCCURRED MANY TIMES IN THE LAST 6 MONTHS, YET I WAS ABLE TO START THE ENGINE AFTER SEVERAL TRIES. THIS TIME, THE ENGINE WAS NOT STARTED AT ALL EVEN WITH MANY TRIES THAT THE FUEL PUMP REPLACEMENT IS DEFINITELY NEEDED AND IT COSTS ME $732 TO FIX IT ON 7/3/12. 2000 VOLVO S70 (50,000: WHILE CHANGING LEFT LOW BEAM HEADLIGHT, NOTICED THE INSULATION WAS FLAKING OFF THE WIRES. INSPECTED THE OTHER SIDE. IT WAS WORSE WITH MAJOR BEAR SECTIONS OF WIRE. ALSO NOTED THE WIRE IS VERY THIN GAGE FOR HEADLIGHT CIRCUITS, ESPECIALLY IN SUCH A HOT, HIGH USE AREA. HIGH BEAM OK. CHECKED VOLVO FORUMS. FOUND THIS WAS A COMMON PROBLEM WITH VOLVO AND A MECHANIC POSTED A REPAIR PROCEDURE. I HAVE A 2000 VOLVO S70 WITH THE ELECTRONIC THROTTLE MODULE PROBLEM. MY CAR EXHIBITS THE CLASSICS SYMPTOMS ALREADY NOTED IN NHTSA'S FINDINGS. I JUST WANT TO ADD MY NAME TO THE LIST OF COMPLAINTS THAT VOLVO IS NOT DOING ENOUGH TO FIX THE PROBLEM. THE VOLVO DEALERSHIP I HAVE BEEN TAKING MY CAR TO (IN FIFE, WA) FOR CHRONIC ETS LIGHT COMING ON, CAR RUNNING ROUGH, STALLING, ETC. WILL NOT REPLACE THE ELECTRONIC THROTTLE MODULE EVEN THOUGH THE LIGHT KEEPS COMING ON, THE CAR KEEP STALLING AND RUNNING ROUGH, AND GOING INTO LIMP MODE WHILE DRIVING AT HIGH SPEEDS. TL*THE CONTACT OWNS A 2000 VOLVO S70. WHILE DRIVING APPROXIMATELY 45 MPH, THE CHECK ENGINE LIGHT ILLUMINATED INTERMITTENTLY. APPROXIMATELY THREE MONTHS LATER, THE ELECTRONIC THROTTLE SYSTEM (ETS) LIGHT ILLUMINATED ON THE INSTRUMENT PANEL. THE VEHICLE WAS TAKEN TO THE DEALER AND THEY CLEANED THE ETS. WHEN THE CONTACT WENT TO RETRIEVE THE VEHICLE, THE ETS LIGHT ILLUMINATED AGAIN AND THE VEHICLE WAS LEFT AT THE DEALER. THE CURRENT MILEAGE WAS 78,728 AND FAILURE MILEAGE WAS 78,528.

TL*THE CONTACT OWNS A 2000 VOLVO S70. WHILE DRIVING 65 MPH, THE VEHICLE DECELERATED TO 15 MPH (AT THE LOWEST). THE CONTACT FREQUENTLY NOTICED THE FAILURE AND ALSO OBSERVED THAT THE TACHOMETER WOULD FLUCTUATE UP AND DOWN. SHE TOOK THE VEHICLE TO A MECHANIC, WHO RETRIEVED AN ERROR CODE AND REFERRED HER TO THE DEALER. THE DEALER RETRIEVED THE FAILURE CODE FOR THE THROTTLE POSITIONING SENSOR. THE CONTACT WAS INFORMED OF NHTSA CAMPAIGN ID NUMBER 06V441000 (VEHICLE SPEED CONTROL). SHE CONSULTED SIX DIFFERENT DEALERS AND THEY ALL STATED THAT THE PARTS NEEDED FOR THE REPAIR WERE ON BACKORDER FOR APPROXIMATELY SIX WEEKS. THE CLOSEST DEALER INFORMED HER THAT THEY HAVE YET TO RECEIVE PARTS, EVEN AFTER THE SIX WEEK DEADLINE. THE MANUFACTURER COULD NOT PROVIDE ANY ADDITIONAL INFORMATION. THE CURRENT MILEAGE WAS APPROXIMATELY 90,000 AND FAILURE MILEAGE WAS APPROXIMATELY 40,000. **APPROX. INCIDENT DATE IS ACTUALLY ONGOING FOR PAST FOUR YEARS.*** I HAVE A 2000 VOLVO S70 WHICH I PURCHASED NEW IN MAY 2000 FROM VOLVO ATHENS, GA. DEALER. I CURRENTLY HAVE 190,000+ MILES. OVER THE PAST EIGHT YEARS I HAVE OWNED THE VEHICLE I HAVE HAD CONSISTENT PROBLEMS WITH THE ETM SITUATION. AT FIRST, BEING NEW TO VOLVO CARS AND REPAIR SITUATIONS, VOLVO DENIED THE ETM PROBLEM AND STUCK IT ON ME TO BE REPAIRED IN NOV. 2004. NOT UNTIL I DESCRIBED MY ISSUES WITH ENGINE FAILURE TO AN INDEPENDENT MECHANIC, WAS I WARNED ABOUT THE ONGOING PROBLEMS IN MY MODEL VEHICLE. SINCE MY INITIAL REPAIR I HAVE ENCOUNTERED FOUR OTHER TIME PERIODS WHEN THE SAME ETM SITUATION BEGINS OCCURRING, TYPICALLY 20-30,000 MILE INTERVALS SINCE THE LASTS SERVICE OF THE SPECIFIC ETM DEFECT. NOW, I AM ON MY FOURTH TRIP IN FOUR YEARS TO THE LOCAL DEALER TO ONCE AGAIN HAVE THE ETM SITUATION REPAIRED. I AM AT 190,000 MILES AND ACCORDING TO THE MANUFACTURER "EXTENDED WARRANTY" ON THIS PROBLEM, MY ABILITY TO HAVE THIS ONGOING SAFETY ISSUE FIXED AT MANUFACTURER COSTS WILL CEASE IN APPROXIMATELY 10,000 MILES. CLEARLY THIS SAFETY DEFECT HAS BEEN AN ISSUE WITH MY MODEL CAR SINCE ITS MANUFACTURE BY VOLVO AND TO DATE NO EFFECTIVE REMEDY HAS BEEN FOUND. I FEEL THIS ISSUE IS A MAJOR SAFETY DEFECT AS MY CAR WILL STALL OR HESITATE THEN SURGE AT ANY GIVEN MOMENT THUS CAUSING A POTENTIAL TRAFFIC ACCIDENT INVOLVING NOT ONLY MYSELF, BUT MY PASSENGERS, AND POTENTIALLY OTHER DRIVERS ON THE ROAD. APPROXIMATELY 26 MONTHS AGO, I WAS EXPERIENCING CONSIDERABLE DIFFICULTY WITH THE STARTING OF MY PASSENGER VEHICLE WITH AN INCREASE FREQUENCY OF THE PROBLEM RE-OCCURRING. SPECIFICALLY, THE ENGINE WOULD TURN BUT WOULD NOT START. IN ORDER TO START THE VEHICLE, I WOULD HAVE TO TURN THE KEY BACK AND FORTH SEVERAL TIMES (3 - 5) UNTIL THE COMPUTER CHIP IN THE KEY SIGNALED THE COMPUTER CHIP IN THE STEERING COLUMN AND THE VEHICLE STARTED. UPON CONTACTING A NEARBY DEALERSHIP (DWYER & SONS, MICHIGAN) AND TROUBLESHOOTING THE PROBLEM, I WAS INFORMED THAT THE ANTENNA RING WITHIN THE STEERING COLUMN WAS BROKEN AND REQUIRED REPLACEMENT AS WELL AS THE IMMOBILIZER AND THE RE-ORDERING OF TWO IGNITION KEYS AND ONE TRUNK KEY. THESE REPAIRS WERE COMPLETED MAY 2006 WITH ONLY A LIMITED PARTS WARRANTY AVAILABLE. APPROXIMATELY FOUR MONTHS AGO, THE PROBLEM BEGAN OCCURRING AGAIN. UPON CONTACTING MICHAEL MULLETT WITH DWYER & SONS, I INFORMED HIM OF THE SAME PROBLEM AND HE RESPONDED THAT THE PARTS WARRANTY WAS ONLY VALID FOR TWELVE MONTHS. DURING A RETURN TRIP TO MICHIGAN, I FOLLOWED UP WITH MR. MULLETT AND SCHEDULED AN APPOINTMENT TO ADDRESS THE PROBLEM. AGAIN, MR. MULLETT DIAGNOSED THE PROBLEM AS THE ANTENNA RING AND IMMOBLIZER AS WELL AS TWO IGNITION KEYS AND A TRUNK KEY WHICH REQUIRED REPLACEMENT AT AN APPROXIMATE COST OF $700.00 (PARTS & LABOR). MR. MULLETT INDICATED THAT THEY (AS A DEALERSHIP) HAVE TO ADDRESS THIS PROBLEM WITH MULTIPLE CUSTOMERS OVER THE YEARS, HOWEVER, VOLVO HAS FAILED TO RECOGNIZE THAT THIS PROBLEM MAY BE MORE WIDESPREAD AMONG ALL THEIR CUSTOMERS. HELP !! TWO IDENTICAL REPAIRS WITHIN 23 MONTHS. MY FIANCE WENT OUT TO THE VEHICLE WHICH WAS PARKED TO RETRIEVE AN ITEM SHE LEFT IN IT. UPON HER SITTING DOWN IN THE DRIVER SEAT, MIND YOU THE ENGINE WAS NOT ON NOR WAS THE KEY IN THE IGNITION, THE SIDE AIRBAG DEPLOYED STRIKING THE LEFT SIDE OF HER FACE. ELECTRICAL FAILURES CAUSING DASH TO GO BLANK, WHICH IS NOT SAFE. ALSO, CAUTION LIGHTS AND OTHER ENGINE REPAIR LIGHTS COME ON RANDOMLY. IF YOU GO TO THE INTERNET YOU WILL FIND A PERSISTENT PROBLEM WITH THE VOLVO. I HAVE A FRIEND THAT WAS AN EX ENGINEER FOR GM AND HAS SEVERAL FORD ENGINEER FRIENDS IN DETROIT. HE STATED THEY WERE VERY AWARE OF THE ELECTRICAL PROBLEMS WITH THE VOLVO, MOST OF WHICH BEGAN WITH FORDS PURCHASE OF THE COMPANY. SINCE THEN THE OCCURRENCE OF PROBLEMS HAS STEADILY ROSE THE COST OF REPLACING THE DASH ELECTRONICS AND WIRE HARNESSES ARE COST PROHIBITIVE AND MAY NOT FIX THE PROBLEM. I TOOK THE CAR TO AN INDEPENDENT VOLVO REPAIR SPECIALIST, SOUTHWEST AUTOMOTIVE, WHO IDENTIFIED THE CAUSE OF THE SURGING AS AN ELECTRONIC THROTTLE MODULE PROBLEM, AND THAT I SHOULD TAKE THE CAR TO A VOLVO DEALERSHIP. I TOOK THE CAR TO A DEALERSHIP,VOLVO OF RICHARDSON, WHO INFORMED ME THAT THE ETM HAD BEEN REPLACED UNDER VOLVO?S WARRANTY, AND THAT THE SOFTWARE HAD BEEN UPGRADED. VOLVO OF RICHARDSON RECOMMENDED A REPLACEMENT OF THE TRANSMISSION. I DO NOT BELIEVE THAT THE POWER SURGING IS CAUSED BY THE TRANSMISSION. I AM OF THE BELIEF THAT A SOFTWARE UPGRADE HAS LOWERED THE TRIGGER POINTS THAT ARE SUPPOSED TO PROVIDE A DIAGNOSTIC CODE THAT WOULD INDICATE A MALFUNCTIONING ELECTRONIC THROTTLE MODULE. IN THIS CASE, THE PARAMETERS HAVE BEEN RECONFIGURED SO LOW AS TO NOT PRESENT A CODE THAT WOULD IDENTIFY THE PROBLEM IS ETM, EVEN WHEN SURGING IS PRESENT TO THE EXTENT OF VISUALLY WATCHING THE TACHOMETER MOVE BY 50 TO 100 RPM'S DURING STEADY TO MINOR ACCELERATION. SINCE MODIFYING THE SOFTWARE PARAMETERS DOES NOT FIX A POWER SURGE ISSUE, THEN LOGIC WOULD INDICATE THAT THE MODIFICATION IS AN ATTEMPT TO HIDE FAILURES IN A METHODOLOGY THAT VOLVO IS NOT BEING DAMNED BY THE CAR?S OWN DIAGNOSTIC SYSTEM! IN THIS CASE, VOLVO IS DENYING THE EXISTENCE OF AN ISSUE BY THE SIMPLE EXPEDIENT OF NOT REPORTING THEM. IF FACTUAL, THIS ACTION PROVES INTENTIONAL FRAUD. THE ONLY RESULT IS A LONGER TIME TO REPLACEMENT AT FINAL ETM FAILURE. WHICH I SUSPECT VOLVO IS HOPING WILL BE AFTER THE WARRANTY EXTENSION, TO VOLVO?S ILLICIT BENEFIT. THE TECHNICIAN WAS UNABLE TO COMPLETE INSPECTION DUE TO VEHICLE NOT BEING ABLE TO START. THE DEALERSHIP INSPECTED THE VEHICLE BEFORE THE CRASH. HOWEVER, THEY WERE UNABLE TO DUPLICATE THE SURGE. THE CONTACT STATED THAT HE RECEIVED A RECALL NOTICE ON DECEMBER 22, 2006 FOR THE THROTTLE CONTROL MODULE. THE CRASH OCCURRED ON DECEMBER 14 2006. THE RECALL NOTICE STATED THAT THE THROTTLE CONTROL MODULE WOULD CAUSE THE VEHICLE TO SURGE FORWARD. THE VEHICLE HAD 154000 MILES AT THE TIME OF THE CRASH. CAR BEGAN TO LOSE ACCELERATION ON 10-15-05 AND WOULD TAKE A FULL 2 MIN TO REACH 55 MPH WITH ONLY MINIMAL THROTTLE DEPRESSION (ANY MORE THAN ONLY THE LEAST WOULD CAUSE THE DRIVE TRAIN TO JERK AND REFUSE TO PROPEL THE CAR AT ALL). IF THE CAR WAS PULLED OVER AND RESTARTED THE PROBLEM WOULD CORRECT ITSELF FOR A WHILE (SOMETIMES THE GAP IN BETWEEN MALFUNCTIONS WOULD BE SEVERAL HOURS INITIALLY) BUT WOULD ALWAYS RETURN. RAN TROUBLE CODES AND THE OXYGEN SENSOR WAS INITIALLY FAULTY. REPLACED THEN THE ENGINE WOULD IDLE ERRATICALLY UPON STARTUP, BUT AFTER A PERIOD OF TIME (5-15 MINUTES) IT WOULD ALL OF A SUDDEN CORRECT ITSELF - RACING THE ENGINE SEEMED TO SHORTEN THE TIME PERIOD, BUT YOU WOULD HAVE TO DEPRESS AND QUICKLY RELEASE THE GAS PEDAL IN ORDER TO GET THE RPM'S SIGNIFICANTLY HIGH ENOUGH TO FACILITATE THE SMOOTH OPERATION. ONCE THE ENGINE RAN FINE, IT WOULD OPERATE WELL AS LONG AS THE CAR WAS NEVER SHUT OFF (IT WAS RAN ON A JOURNEY OF 1,000 MILES AND OPERATED PERFECTLY NORMAL). THE MOMENT IT WAS SHUT DOWN, EVEN FOR THE BRIEFEST OF SPANS, IT WOULD ACT IN THE SAME MANNER WITH THE IDLE FLUCTUATING WILDLY, BUT SEEMED TO BE PRONE TO STALLING WHEN THE ENGINE WAS WARM/HOT. VOLVO WAS CONTACTED AND RECOMMENDED DEALER DIAGNOSIS TO DETERMINE THE SCOPE OF THE PROBLEM. WHEN THE CAR WAS BROUGHT IN FOR SERVICE, I WAS ASSURED THAT IT "COULD NOT POSSIBLY BE THE COMPUTER(ETM)". HOWEVER THERE WAS A SOFTWARE UPDATE INSTALLED (HMMMMM.....COULDN'T POSSIBLY, BUT LETS ADJUST IT....HMMMMMM ) WHICH CORRECTED THE ROUGH IDLE INITIALLY. ONLY PROBLEM IS NOW THE CAR WILL NOT REACH OR EXCEED 4,000 RPM EVEN WITH THE CAR IN PARK (NOT UNDER LOAD) AND WILL STALL JERK AND REFUSE TO ACCELERATE UNDER HARD PEDAL PRESSURE AND WILL NOT DRIVE ABOVE ABOUT 70 MPH ON THE HIGHWAY WITHOUT PROTESTATION, LOSS OF ACCELERATION OR JERKING. ON NUMEROUS OCCASIONS THE TACHOMETER REACHED INTO THE RED LINE WHEN CRANKED WITHOUT ANY USE OF THE ACCELERATOR. IN TRAFFIC, WHEN BEGINNING TO COAST AT CRUISING SPEEDS, THE CAR WILL SURGE SLIGHTLY WITHOUT THE HELP OF THE ACCELERATOR. THE ETS LIGHT WILL APPEAR AND THEN THE PROBLEM WILL CEASE. TOOK THE VEHICLE TO DON BEYER VOLVO-DULLES ON JANUARY 18, 2005, AND AFTER BEING TOLD THE WARRANTY ON THE THROTTLE MODULE WAS EXTENDED, THE DEALER REFUSED TO FIX THE PROBLEM STATING THE APPROPRIATE CODES WERE NOT EVIDENT. HOWEVER, THE SERVICE REPRESENTATIVE SAID THE THROTTLE BODY NEEDED TO BE CLEANED, AND THAT THE UNIT WOULD EVENTUALLY FAIL. IMPACT WITH RESIDENTIAL STRUCTURE SEVERED A WHEEL AND BENT THE FRONT FRAME 90 DEGREES. WHAT HAPPENED: DURING A SLOW TURN INTO A NEIGHBORS DRIVEWAY, SPEED ABOUT 5 MPH, TURNING RIGHT, TOUCHING THE ACCELERATOR, THE CAR ENGINE ACCELERATED AT FULL SPEED. DESPITE FOOT FULLY INTO THE BRAKE THE CAR CONTINUED TO ACCELERATE 40-50 FEET UNTIL IMPACTING THE FOUNDATION OF THE HOUSE. SPEED A TIME OF IMPACT 40+ MPH. HAVING PURCHASED A FOUR DOOR MODEL, EACH DOOR HAD NOTICABLE DEFECTS WHICH BECAME SIGNIFICANT OVER A SHORT PERIOD OF TIME. #2: UPON FURTHER INVESTIGATION THROUGH LOCAL VOLVO DEALERSHIPS, THE "BUBBLES" WERE ACTUALLY DUE TO A POOR QUALITY ENVIRONMENTALLY FRIENDLY GLUE FROM EUROPE, THAT WAS USED TO ATTACH THE INTERIOR LEATHER DOOR PANELS TO THE DOOR FRAMES, WHICH VOLVO DID NOT APPARENTLY TEST IN THE UNITED STATES. AFTER THE ETM MODULE WAS REPLACED, THE ELECTRONIC WINDOWS WOULD NOT FUNCTION. I WAS INFORMED BY THE VOLVO TECHNICIAN THAT THIS WAS A COINCIDENCE AND NOT RELATED TO THE ETM REPLACEMENT. PRIOR TO ETM REPLACEMENT, I HAD NO PROBLEMS WITH THE ELECTRONIC WINDOWS. LAST WEEK WHILE I WAS DRIVING ALONE IN MY 2000 S70 VOLVO, THE PASSENGER SEAT FULLY RECLINED ON ITS OWN. THIS INCIDENT REMINDED ME OF A SIMILAR SCENARIO ONE WEEK AFTER PURCHASING THE VEHICLE. THE DRIVER'S SEAT FULLY RECLINED WITHOUT ANYONE TOUCHING THE ELECTRONIC SEAT CONTROL. IN 2005, THIS VEHICLE EXPERIENCED ENGINE STALL, VEHICLE HESITATION UPON ACCELERATION. VEHICLE HESITATION WAS CONSISTENT AT APPROXIMATELY 2100 RPM AT FREEWAY SPEEDS. ON TAKING IT TO THE DEALER THEY REPROGRAMMED THE ETM. AFTER THIS REPAIR, WITHIN DAYS, THE VEEHICLE EXPERIENCED AND SUDDEN AND UNEXPECTED TRANSITION INTO REDUCED PERFORMANCE OPERATION (LIMP MODE) WHILE DRIVING ON THE PA TURNPIKE. DEALER INSTRUCTED US TO BRING CAR IN WHERE THEY INSTALLED A NEW ETM AND REPROGRAMMED IT WITH THE NEW SOFTWARE UPGRADE. AFTER FURTHER NEGOTIATIONS WITH THE DEALER, THE COST OF THESE REPAIRS WERE REIMBURSED BY THE DEALER IN AN AGREEMENT WITH VOLVO (SO-CALLED SECRET WARRANTY). NOTE THAT THIS OCCURED PRIOR TO THE SETTLEMENT IN CALIFORNIA. VOLVO WOULD REFER ME ONLY TO THE DEALER, AND WOULD NOT DISCUSS THE POSSIBLE PROBLEMN WITH ME. THIS TIME THE VEHICLE WAS TAKEN TO A VOLVO MECHANIC, THE THROTTLE BODY WAS REPLACED AT THIS TIME. THE VEHICLE WAS UNDER WARRANTY AT THAT TIME .THEN ON NOVEMBER 12, 2005 HE WAS PULLING OUT OF A PARKING PLACE AND THE THROTTLE BODY WENT OUT AGAIN. THIS, IN TURN, ALMOST CAUSED A SERIOUS ACCIDENT. IT HAPPENED BACK IN FEBRUARY OR MARCH OF 2003, WHEN MY CAR HAD APPROXIMATELY 65,000 MILES. LAST WEEK "CHECK ENGINE" LIGHT CAME OFF AND I TOOK MY CAR FOR A CHECK-UP. DEALER TOLD ME THAT ETM IS FAILING. MY CAR NOW HAS 104,000 MILES, THUS LESS THAN 40,000 SINCE LAST FAILURE. DEALER REFUSED TO FIX THIS AND QUOTED ME REPLACEMENT COST OF APPROXIMATELY $1,100. MY CAR WAS JERKING AND STALLING WITHOUT ANY NOTICE. MY WIFE USE TO TELL ME ALL THE TIME THAT IT WAS DOING THAT. THIS WENT ON FOR A FEW MONTHS OR MAYBE EVEN LONGER. I DECIDED TO DRIVE THE CAR AND IT NEVER HAPPENED WITH ME UNTIL I WAS DRIVING ON VACATION TO N.C. AND IT JUST CUT OFF WHILE I WAS WITH MY FAMILY. I HAD TO PUSH THE CAR OF THE ROAD. IT RESTARTED, AND I WENT TO THE NEAREST VOLVO DEALER AND HAD TO HAVE THE ELECTRONIC THROTTLE MODULE (ETM) REPLACED. $1014 WORTH OF REPAIRS, FROM ONE OF THE BEST CARS KNOWN FOR SAFETY AND RELIABILITY IN THE WORLD AND I FELT HELPLESS. I KNOW THAT THIS IS A DEFECT AND RECALL ISSUE AND WOULD LIKE TO BE REIMBURSED OR GIVEN CREDIT AT A VOLVO DEALERSHIP TO MAKE UP FOR MY LOSS AND JUST MAKE THIS MATTER RIGHT. SUBSEQUENT SEARCH ON THE INTERNET I FOUND OUT THE ETM (ELECTRONIC THROTTLE MODULE) AND THE ETS FAILURES WERE RELATED AND POSSIBLE RECALL ON PARTS BY VOLVO. AT APPROX. 80K MILES, MY 2000 VOLVO S70 COMPUTER SYSTEM BEGAN RETURNING A CHECK ENGINE LIGHT ALONG WITH A ETS LIGHT ON SEVERAL INCIDENTS. WHEN THOSE WARNING LIGHTS WERE ON, THE ENGINE WOULD NOT HOLD A STEADY CURB IDLE. RPMS WAVERED FROM 500 TO 1500 AND CAUSED A DANGEROUS SURGING AT STOP SIGNS AND STOP LIGHTS. CHECKING THE OWNERS MANUAL ON THE ETS LIGHT, IT SAID TO TURN THE ENGINE OFF THEN BACK ON, IF THE LIGHT WENT OUT-FINE. IF NOT, GO TO THE DEALER. THE INCIDENCE THIS HAPPENING GOT MORE AND MORE FREQUEST UNTIL FINALLY THE ETS LIGHT WOULD NOT GO OUT AND THE CAR COULD NOT BE SAFELY DRIVEN. RESEARCHING ON THE INTERNET, I FOUND THAT IT WAS A COMMON PROBLEM WITH THE ETM OR ELECTRONIC THROTTLE MODULE, ON THIS MAKE AND MODEL YEAR AND THAT THE ONLY THE DEALER COULD REPLACE IT. SO, I WENT TO THE DEALER AND HAD THEM REPLACE THE ETM ON AUG 19, 2005 AT THE EXCESSIVE COST OF $917.91. (IT WAS LESS EXPENSIVE THAN AN ACCIDENT.) EVEN THOUGH I HAVE NOT EXPERIENCED THE PROBLEM SINCE, I EXPECT THAT THE PROBLEM WILL REOCCUR SOME 50 TO 80K MILES IN THE FUTURE SINCE THE DEFECTIVE PART WAS JUST REPLACED WITH A NEW PART WITH THE SAME FLAWED DESIGN. I FEEL THAT VOLVO SHOULD RECALL THIS PART IMMEDIATELY AND MAKE REPARATIONS TO THOSE OF US WHO HAVE HAD TO HAVE IT REPLACED. I FEEL THAT THEY KNEW THAT THE PART WAS FLAWED AT THE TIME OF MANUFACTURE. WHY ELSE WOULD THEIR OWNER'S MANUAL EXPLAIN THE ETS ERROR AND THE TEMPORARY FIX LIKE IT DOES? THE "TURN THE ENGINE OFF" FIX JUST POSTPONES THE REPAIR UNTIL AFTER THE WARRANTED MILEAGE HAS PAST. *NM

DT: THE CONSUMER STATED THAT 2000 VOLVO S70 HAD TO HAVE THE ELECTRONIC THROTTLE CONTROL MODULE (ETCM ) REPLACED ON AUGUST 1, 2005 WHILE DRIVING AT 65 MPH. THE ETCM LIGHT CAME ON, AND THE VEHICLE STALLED. THE CONSUMER HAD TO TURN THE CAR OFF AND RESTART IT. BEFORE THE CONSUMER COULD GET HELP THE CAR STALLED ABOUT 6 OR 7 TIMES. THEY HAD THE VEHICLE TOWED TO A VOLVO DEALER. THE DEALER SAID IT WAS THE ETCM AND IT WAS DESTROYED. THE VOLVO DEALER REPLACED THE ETCM, AND UPDATED THE SOFTWARE FOR THE CONSUMER. THE CAR WAS RUNNING BETTER AFTER THE REPLACEMENT MODULE. THIS WAS THE ONLY TIME THAT THE CAR HAD THIS PROBLEM. THE CONSUMER CONTACTED THE MANUFACTURER AND WAS ADVISED TO CALL NHTSA AND FILE A COMPLAINT. *AK

ETS DASH LIGHT CAME ON, CAR BEGAN TO LOSE POWER, WOULD NOT ACCELERATE. PER THE DIRECTIONS IN THE MANUAL, I STOPPED FOR A WHILE, RESTARTED. THE LIGHT DID NOT COME ON IMMEDIATELY, BUT AFTER SEVERAL MORE MINUTES ON THE ROAD, THE ETS LIGHT CAME ON AGAIN. I WAS ON A HIGHWAY IN ANOTHER STATE WITH MY ELDERLY MOTHER IN THE CAR. THIS WAS A WEEKEND AWAY TO ATTEND A FAMILY WEDDING. I SOUGHT THE ADVICE OF A LOCAL CAR REPAIR WHO INFORMED ME THAT THE PROBLEM WAS COMPUTER-BASED AND HE COULD NOT HELP ME. EVENTUALLY, THE CAR STALLED AND HAD TO BE TOWED ABOUT 50 MILES BACK TO MY VOLVO REPAIR FACILITY. THE ELECTRONIC THROTTLE SYSTEM WAS REPLACED AT A COST OF $ $1131.60. PLUS THE COST OF A CAR RENTAL FOR 2 DAYS OF $80.43, PLUS A TOW OF ABOUT $ $255. IN ADDITION, THE TOWING PROCEDURE PIERCED THE OIL PAN FOR AN ADDITIONAL COST OF ABOUT $925.00. WHILE TEACHING MY SON TO DRIVE OUR 2000 VOLVO S70, OUR CAR STARTED JERKING AS HE WAS COMING TO A STOP. AT THE STOP LIGHT,THE CAR CONTINUED TO HAVE A JERKING MOTION. THE ETS LIGHT CAME ON SO I LOOKED THIS PROBLEM UP IN OUR MANUAL. IT SAYS, 'IF THE LIGHT REMAINS ON, THE SYSTEM SHOULD BE INSPECTED BY AN AUTHORIZED VOLVO RETAILER'. THE LIGHT WENT OUT SO WE DIDN'T THINK THAT THIS WAS GOING TO BE AN ONGOING PROBLEM. WE CONTINUED TO DRIVE THE CAR AND IT WORKED FINE. ON SOME OCCASIONS THE LIGHT WOULD COME ON AND WE WOULD SIMPLY BRING THE CAR TO A STOP AND TURN THE CAR OFF. THE LIGHT WOULD GO OFF. I BECAME CONCERNED ABOUT THIS ONLY AFTER THE LIGHT CAME ON AND I COULDN'T BRING THE CAR TO AN IMMEDIATE STOP. I WAS GEARINGUP TO A MERGE WHERE CARS ARE WEAVING AND OUT OF EACH OTHER AT RUSH HOUR TO POSITION THEMSELVES TO GET ONTO OR OFF THE HIGHWAY,RESPECTIVELY. THE LIGHT CAME ON AND I COULDN'T STOP. THE CAR'S ACCELERATOR BEGAN TO BEHAVE ERRATICALLY LIKE IT WAS LOSING PRESSURE BUT I WASN'T IN A LOCATION WHERE I COULD STOP;I BARELY AVOIDED A MAJOR ACCIDENT. WHEN I BROUGHT THE CAR TO A STOP AND TURNED THE ENGINE OFF THE LIGHT WENT OFF AGAIN AS IF NOTHING WAS WRONG. I CAME STRAIGHT HOME AND GOT ONLINE TO GET INSIGHT. I READ THAT VOLVO OWNERS IN CAL HAD BROUGHT A CLASS ACTION LAWSUIT OVER THIS SAFETY ISSUE. IRONICALLY, WE HAD JUST HAD OUR 90K SERVICE PERFORMED 3 MOS BEFORE THIS PROBLEM OCCURRED. WE THOUGHT THAT WE WERE MAINTAINING OUR VEHICLE TO ITS HIGHEST SAFETY STANDARDS. NOW WE HAVE TO BRING THE CAR BACK IN FOR A $1K FIX. I AM ADDING MY VOICE TO OTHER VOLVO OWNERS WHO'VE HAD THIS PROBLEM AND BELIEVE THAT IT'S VOLVOS DUTY TO CORRECT IT BEFORE THERE ARE SIGNIFICANT DEATHS ATTRIBUTED TO IT. IF NOTHING ELSE, THE MANUAL SHOULD SAY, 'BRING YOUR CAR IN IMMEDIATELY TO BE FIXED BECAUSE THE PROBLEM WILL WORSEN AND EVENTUALLY LEAD TO COMPLETE ENGINE FAILURE AND POTENTIALLY YOUR DEATH AND THE DEATH OF INNOCENT PEOPLE IN THE CARS AROUND YOU WHO HIT YOU UNSUSPECTING BECAUSE YOUR CAR'S ENGINE FAILS'. *NM

THE ELECTRONIC THROTTLE MODULE ON OUR VEHICLE HAS CAUSED US TO ENCOUNTER HAZARDOUS CONDITIONS ON MORE THAN ONE OCCASION. IN JANUARY, 2004, THE ETS WARNING LIGHT CAME ON AND BEFORE WE COULD DRIVE THE 60 MILES TO THE NEAREST VOLVO SERVICE CENTER, OUR CAR WAS SPUTTERING AND SURGING AND LOSING POWER ON A CONTINUAL BASIS. THIS WAS A DANGEROUS SITUATION FOR US TO BE IN. THE REPAIR THAT WAS MADE INVOLVED INSTALLING A USED PART BECAUSE OF COMPUTER RELATED PROBLEMS (WHICH IS ANOTHER STORY AND A COMPLAINT TO VOLVO). NOW, 20 MONTHS LATER, THAT USED PART HAS MALFUNCTIONED AND PUT US IN A SIMILAR HAZARDOUS SITUATION (NOT TO MENTION AN INCONVENIENT SITUATION) AGAIN. WHILE DRIVING MY VOLVO S70 2000 WESTBOUND ON I-90 JUST PAST THE GARY , IN EXIT 10, DURING THE MORNING RUSH HOUR, THE CAR LOST POWER AND WOULD NOT ACCELERATE FASTER THAN 30 MPH. BETWEEN EXIT 10 AND THE NEXT EXIT 5 THE ROAD IS ELEVATED THERE IS NO USABLE SHOULDER. AS A RESULT FOR 5 MILES I DROVE AT 30 MPH WHILE CARS AND TRUCKS APPROACHED ME FROM BEHIND AT 55-75 MPH. NUMEROUS CARS AND TRUCKS HAD TO SLAM ON THEIR BRAKES TO AVOID REAR ENDING ME AND ONE TRUCK STARTED TO JACKKNIFE. I FINALLY MADE IT TO THE EXIT 5 AND CALLED FOR A TOW TRUCK. I HAPPENED TO BE DRIVING THE CAR TO THE DEALER TO A SERVICE APPOINTMENT THAT MORNING BECAUSE THE ETS DASHBOARD WARNING LIGHT HAD LIT UP. WHEN I DESCRIBED THE PROBLEM TO THE DEALER THE WEEK BEFORE I WAS NOT INFORMED THAT I COULD LOSE POWER LIKE THAT . INDEED WHEN ARRIVED BY TOW TRUCK AT THE DEALER THE SERVICE PERSON TOLD ME THAT THE ETM PROBLEM DID NOT MAKE THE CAR UNSAFE TO DRIVE BUT THAT "YOU JUST HAVE TO KNOW HOW TO DRIVE IT THAT WAY." . THE DEALER IS ABOUT 60 MILES FROM MY HOME. ALL THE VOLVO SAFETY FEATURES WOULDN'T HAVE DONE ME A LICK OF GOOD IF A SEMI HAD PLOWED INTO ME AT 55 MPH OR MORE. I JUST READ ON YOUR WEBSITE AN ACTION SUMMARY REGARDING "FAILURE OF THE ELECTRONIC THROTTLE CONTROL MODULE (ETM)". I DID EXPERIENCED THE SAME PROBLEM IN SEPT. 2003 ON MY 2000 S70GLT. THE CAR SUDDENLY LOST POWER ON THE HIGHWAY AND SLOW DOWN. I GOT HONKED BY SO MANY OTHER DRIVERS WHEN I WAS TRYING TO PULL OVER TO THE ROAD SIDE. LUCKILY I DID NOT GET HIT BY ANY OTHER CAR. THE SYMPTOM DISAPPEARED AFTER I SHUT AND RESTARTED THE ENGINE. WHEN IT HAPPENED FOR THE SECOND TIME LATER DURING THE SAME WEEK, I DECIDED TO DRIVE TO THE DEALER'S SHOP FOR AN EMERGENCY CHECKOUT. I SHUT AND RESTARTED THE ENGINE BUT STILL THE CAR IS SHAKING AND COULD NOT ACCELERATE TO NORMAL SPEED. SO, I HAD TO TURN ON EMERGENCY LIGHTS AND DROVE VERY SLOWLY TO THE DEALER'S SHOP. THAT DAY I SPENT $1,111 FOR THEM TO REPLACE THE MOTOR THROTTLE MODULE AND IT IS NOT COVERED WITH MANUFACTURER WARRANTY SINCE THE CAR ALREADY HAS 78K MILES ON THE METER. THE PROBLEM GOES AWAY AFTER THE REPAIR. HOWEVER, SINCE THAT TIME IT HAS STARTING PROBLEM FROM TIME TO TIME. IT ALWAYS START OKAY BUT SOMETIMES THE ENGINE SPEED DROP AND STOP AFTER A FEW SECONDS OF RUNNING. THEY COULD NOT FIND OUT WHAT IS WRONG IN THE CAR AND IT IS HARD TO REPRODUCE THE PROBLEM WHEN I BROUGHT THE CAR TO THEM. MY VOLVO STALLED IN THE MIDDLE OF AN INTERSECTION, I DIDN'T KNOW WHY THIS WAS HAPPENING. 2 DAYS LATER MY ETS LIGHT CAME ON AND I DID SOME RESEARCH ABOUT WHAT THIS WAS AND FOUND OUT THAT THERE IS SOME ARBITRATION GOING ON REGARDING 98-2001 VOLVOS WITH THIS SAME ISSUE AND THERE IS SOME TALK ABOUT A RECALL. I FEEL THAT THIS IS VERY DANGEROUS, AND IF THIS WERE TO HAPPEN ON A BUSY HIGHWAY GOING 65-70 MPH AND MY CAR STALLED, THE RAMIFICATIONS COULD BE TREMENDOUS. EVER SINCE PURCHASING OUR VOLVO, THERE HAS BEEN POWER REDUCTION AND SURGES OF WHICH I'VE BROUGHT UP TO THE DEALERSHIP WHERE PURCHASED. MY HUSBAND HAS ASKED WHAT MAY CAUSE THIS SORT OF THING BECAUSE WE DIDN'T WANT IT TO BE THE TRANSMISSION. WE WERE TOLD IT WAS PART OF THE WAY A VOLVO WORKS. THE INCIDENT THAT LED TO IT HAVING TO BE REPAIRED WAS WHEN WE RETURNED FROM AN HOUR AND HALF DRIVE AND PULLED INTO A PARKING LOT WHERE THE ENGINE STARTED REVVING CONTINUOUSLY. A LIGHT CAME ON THE DASH, ESL. THE ONLY THING IN THE MANUAL I COULD FIND WAS WHAT THE INITIALS STOOD FOR-ELECTRONIC THROTTLE SYSTEM. WE WERE ABLE TO DRIVE IT HOME AFTER SHORT WHILE BECAUSE OF A SAFETY DEVISE IN THE VEHICLE THAT ALLOWS THIS APPARENTLY. THE NEXT DAY MY HUSBAND CALLED OUR DEALERSHIP WHO WE BOUGHT IT FROM AND WAS TOLD WE HAD TO TAKE IT TO A GARAGE 50 MILES AWAY BECAUSE THEY'RE THE ONLY ONES WITH THE EQUIPMENT TO DIAGNOSE AND REPAIR THE PROBLEM. WE CONTINUED OUR QUESTIONING OF THE SITUATION AND 3 MECHANICS IN 3 DIFFERENT GARAGES TOLD US THEY WERE AWARE OF THE PROBLEM BUT THERE WAS NO RECALL (YET). HOWEVER, I UNDERSTAND FROM AN ACQUAINTANCE NOW THAT THE REPAIR IS ONLY A BAND AID AND THE PROBLEM WILL RETURN BECAUSE A COMPONENT NEEDS TO BE REPLACED. THE COST FOR THIS REPAIR WHICH IS ULTIMATELY A COMPUTER CHIP REPLACEMENT AND DOWNLOAD IS APPROXIMATELY $1100. THEY DIAGNOSED THE PROBLEM AS A FAULTY ELECTRONIC THROTTLE MODULE AND REPLACED THE ENTIRE THROTTLE BODY SYSTEM AT A COST OF $803.73. WHAT PROMPTED MY FILING THIS COMPLAINT WAS AN ARTICLE THAT APPEARED IN THE LOUISVILLE COURIER-JOURNAL ON AUGUST 2, 2005. IT WAS WRITTEN BY ASSOCIATED PRESS REPORTER KEN THOMAS. I AM WRITING JUST TO SUPPLY ADDITIONAL INFORMATION REGARDING YOUR ONGOING INVESTIGATION PE05041. DURING THE FIRST FEW YEARS THAT I OWNED MY 2000 VOLVO S70 GLT SE, I EXPERIENCED SEVERAL ELECTRONIC THROTTLE CONTROL FAILURES, WHICH GREW PROGRESSIVELY WORSE. THE VEHICLE WOULD SUDDENLY LOSE SPEED WHEN ACCELERATING AND BE UNRESPONSIVE WHEN THE GAS PEDAL WAS DEPRESSED. THE CAR WAS STILL UNDER WARRANTY WHEN THESE FAILURES OCCURRED, SO VOLVO REPLACED THE ELECTRONIC THROTTLE CONTROL MECHANISM AT NO CHARGE. ABOUT 2 MONTHS AGO I WAS DRIVING ABOUT 65 MPH WHEN MY VOLVO, YEAR 2000, S70 STARTED LOOSING POWER AND A LIGHT CAME ON, I BELIEVE IT SAID EGR. I PULLED OVER AND READ THE OWNERS MANUAL THAT SAID TO TURN THE CAR OFF AND TURN IT BACK ON AND IT MAY RESET ITSELF. IT DID NOT. I TURNED AROUND TO COME HOME AND DROVE CITY STREETS. WE PURCHASED THE VOLVO 2000 S70 VEHICLE IN 9/01 WITH 25,000 MILES. A 30,000 MILE CHECK-UP WAS PERFORMED BY SANTA MONICA VOLVO ON 12/26/01. STEVEN AND I BEGAN A 14-MONTH ROAD TRIP AROUND THE US AND HAD THE VEHICLE MAINTAINED AT VOLVO DEALERS THROUGHOUT THE COUNTRY (THE CHECK ENGINE LIGHT PERIODICALLY CAME ON AND WE WOULD ASK THE DEALERS ABOUT IT. WE WERE TOLD NOT TO WORRY ABOUT THE LIGHT.) THE ROAD TRIP ACCOUNTS FOR THE ACCRUED MILES PUT ON THE VEHICLE IN SUCH A SHORT PERIOD OF TIME. RETURNED TO CALIFORNIA 3/04. BROUGHT THE VEHICLE INTO SANTA MONICA VOLVO TO HAVE THE 75,000 MILE CHECK-UP. THEY DID THE CHECK-UP AND WE DROVE AWAY. THE ETS AND CHECK ENGINE LIGHT CAME ON WITHIN ONE MILE, CAR BEGAN TO JERK, CALLED THE DEALER AND IMMEDIATELY RETURNED THE VEHICLE. SM VOLVO DID THE DIAGNOSTICS BUT DID NOT KNOW WHY THE ETS LIGHT CAME ON AS WE DROVE AWAY. THESE THINGS HAPPEN, THEY SAID. SM VOLVO EXPLAINED THAT CERTAIN CODES CAME UP, THEY WOULD RESET THE COMPUTER (CODE EZM#91A7 ON THE THROTTLE UNIT) AND DOWNLOAD A NEW PROGRAM. THEY WOULD BE ABLE TO REPAIR IT BY DOING ADDITIONAL WORK AND DID NOT GUARANTEE THE COMPUTER RESET. WE ASKED IF THE REPAIR WOULD BE GUARANTEED OR COULD WE DRIVE OFF AGAIN AND GET THE SAME RESULTS. THEY COULD NOT GUARANTEE THAT IT WOULD RESOLVE THE ISSUE. THIS LED US TO BELIEVE THAT EVERYTIME WE APPROVED THEM TO REPAIR THE PROBLEM, IT WOULD CONTINUE TO OCCUR. NOT GUARANTEEING THAT THEY CAN RESOLVE THE PROBLEM MADE US CONSIDER MORE RESEARCH AND/OR A SECOND OPINION. WE DECIDED TO LEAVE THE DEALER WITHOUT REPAIR. WE HAVE DRIVEN THE VEHICLE LOCALLY SINCE THEN, BUT WITH MANY FAILURES. ALOT OF JERKING, SOMETIMES THE ENGINE SHUTS OFF AND I HAVE TO SIT FOR 5 MINUTES BEFORE THE ENGINE WILL TURN ON AGAIN. THE VEHICLE CURRENTLY HAS 82,000 MILES. WE HAVE ONLY DRIVEN 5,000 IN 16 MONTHS. WE ARE ONLY USING THE VEHICLE FOR ERRANDS AND WORK. BOUGHT USED VOLVO 2000 S80 FROM VOLVO OF HOUSTON, HAD SHIPPED TO CALIFORNIA WITH 30K MILES. WE HAVE PUT ANOTHER 45K ON THE VEHICLE. VOLVO OF PLEASANTON, HAS GIVEN US EXCELLENT SERVICE, THE CAR HAS BEEN IN THE SHOP 11 TIMES. I AM WRITING YOU THIS LETTER DUE TO THE INVESTIGATION FOR STALLING. THIS WAS THE FIRST PROBLEM THAT WE ENCOUNTERED, THE CAUSE WAS THE MASS AIR INTAKE SENSOR. THE CAR WOULD COMPLETELY SHUT DOWN ON FREEWAY OR PULLING AWAY FROM STOP LIGHT. THE RADIATOR FAN ALSO FAILED, CAUSING CAR TO OVER HEAT AND STALL. OTHER PARTS HAVE BEEN REPLACED, FRONT END BALL JOINTS WEAR PREMATURELY, TRANSMISSION REPLACED AT 75K, ALTERNATOR REPLACED AT 50K, STEERING PROBLEMS, ACCORDING TO VOLVO OF PLEASANTON, IT WAS ABOUT TO FAIL. OH YEAH, AND A STUPID BULB LIGHT SENSOR, NUMEROUS TIMES KEPT FAILING. WE HAVE ANOTHER 25K MILES UNDER WARRANTY, THE CAR HAS BEEN ESSENTIALLY REBUILT. VEHICLE EXHIBITS "HESITATION AND STUTTERING" DURING BOTH ACCELERATION AND MAINTAINING STEADY SPEED. ETS WARNING LIGHT HAS APPEARED AND THEN RESET TWICE. TUNE-UP AND FUEL CHANGES WERE TESTED WITH NO CHANGE IN ISSUE. ETS WARNING LIGHT AND ON-BOARD DIAGNOSTICS INDICATED ELECTRONIC THROTTLE MODULE FAILURE AND REQUIRED REPLACEMENT. I HAVE THE OLD PART AND THE DIAGNOSTIC PRINTOUTS. AFTER RESEARCHING THIS ISSUE, IT APPEARS THAT THIS IS A COMMON AND PREMATURE FAILURE ITEM ON VOLVO CARS FROM 1999 THRU 2001 MODEL YEARS. SINCE THIS IS A CRITICAL SFAETY COMPONENT THAT CAN FAIL WITHOUT NOTICE (AT THE WORST POSSIBLE TIME), IT SHOULD BE AS RELIABLE AS OTHER CRITICAL COMPONEENTS SUCH AS THE ABS OR SRS/AIRBAG SYSTEMS. THIS DOES NOT APPEAR TO BE THE CASE.

MY 2000 VOLVO S70 IS EXPERIENCING ENGINE TROUBLE OVER THE LAST FEW MONTHS. I HAVE BEEN TOLD BY A REPAIR SHOP THAT IT IS THE ELECTRONIC THROTTLE MODULE CAUSING THE PROBLEM. AFTER NUMEROUS PHONE CALLS TO SEVERAL OTHER SHOPS AND DEALERS, AS WELL AS INVESTIGATIONS OVER THE INTERNET, IT APPEARS THAT THERE IS A DEFECT IN THE MODULE THAT WILL CAUSE THE CAR TO GO INTO A "CRIPPLE MODE" AT ANY GIVEN POINT. THIS HAS HAPPENED TO ME. VOLVO APPARENTLY DOES NOT BELIEVE THAT IT IS A PRODUCT DEFECT, BUT RATHER IT IS A MAINTENANCE ISSUE. I HAVE HAD THE MODULE CLEANED BUT IT HAS NOT HELPED THE PROBLEM. I DO NOT BELIEVE THAT A SITUATION SUCH AS THIS, WHICH WILL COST ABOUT $1,000 TO FIX, CAN BE CONSIDERED A MAINTENANCE ISSUE. THE CAR HAS LESS THAN 60,000 MILES.

WELL, I'VE ALSO JOINED THE ETS CLUB AT ABOUT 60,000 MILES ON MY S70, 2000, TO THE TUNE OF $860 BUCKS! IT HAPPENED AT THE MOST INOPPORTUNE TIME. WHILE CRUISING SOUTH ON I-95, JUNE 6TH, CAR STARTED TO RUN LIKE IT HAD WATER IN THE GAS. AFTER ABOUT AN HOUR OR SO OF THAT, THE ETS WARNING LIGHT COMES ON, SO I CHECK THE OWNER'S MANUAL, AND IT SAYS TO TURN OFF THE CAR, AND RESTART, AND IF THE LIGHT COMES BACK ON, (YOU'RE IN DEEP DOO-DOO) THEN HEAD FOR A VOLVO DEALER. WELL, IT DID COME BACK ON AND ABOUT AN HOUR LATER, THE CAR GOES INTO THE "LIMP-HOME" MODE OF ABOUT 40 MPH. FORTUNATELY WE WERE ABLE TO "LIMP" INTO WILMINGTON, NC, AND LUCKILY, PARKWAY VOLVO WAS ONLY ABOUT ONE-HALF MILE FROM THE COMFORT INN, WHERE WE CRASHED FOR THE EVENING. PARKWAY VOLVO WAS ABLE TO GET TO MY CAR THE VERY NEXT DAY, REPLACED THE ETS MODULE, AND TO DATE (23 JUN 05) THE CAR RUNS LIKE NEW. THE CUSTOMER SERVICE AND TECHNICAL SKILL OF THE SERVICE MANAGER (BRENT WELLS) ARE SUBERB!!! FORTUNATLEY, I ASKED FOR THE OLD ETS UNIT AND HAVE SINCE LEARNED THAT DON WILSON MIGHT TO HAVE IT. I HAVE A 200 VOLVO S70. A COUPLE OF DAYS AGO, MY SON WAS DRIVING IT AND, SUDDENLY, THE ETS INDICATORLIGHT CAME ON, THE CAR STARTED SHAKING, AND LOST POWER (MY SON SAID IT COULDN'T GO FASTER THAN ABOUT 10 MPH). MY OWNER'S MANUAL INFORMS ME THAT THIS LIGHT INDICATES A FAULT IN THE ETC (ELECTRONIC THROTTLE CONTROL SYSTEM). IN RESEARCHING THIS PROBLEM, I HAVE DISCOVERED THAT IT IS FAIRLY WIDESPREAD. THIS IS POTENTIALLY VERY DANGEROUS. IN FACT, ONE PERSON GAVE A HARROWING ACCOUNT (ON THE INTERNET) OF ALMOST BEING HIT BY ONCOMING TRAFFIC WHILE MAKING A LEFT TURN BECAUSE THIS PROBLEM CAUSED HIS CAR'S SPEED TO DIMINISH TO A CRAWL EVEN AS HE FLOORED THE ACCELERATOR IN A SITUATION WHERE OTHER DRIVERS RIGHTLY EXPECTED HIM TO BE MOVING MUCH MORE QUICKLY. APPARENTLY, THE USUAL REPAIR FOR THIS PROBLEM IS REPLACEMENT OF THE ECM(ELECTRONIC CONTROL MODULE), A JOB WHICH COSTS ABOUT A THOUSAND DOLLARS. CONSIDERING THE SIGNIFICANT EXPENSE OF THIS JOB, MANY VOLVO DRIVERS MIGHT BE UNDERSTANDABLY RELUCTANT TO PART WITH THAT MUCH MONEY; THAT COULD BE DANGEROUS. I HAVE SPOKEN TO SEVERAL PEOPLE AT VOLVO DEALERSHIPS AND WILL SPEAK TO SOMEONE IN THE SERVICE DEPARTMENT OF MY LOCAL VOLVO DEALER TOMORROW. WHILE DRIVING MY 2000 VOLVO S80 T6 ON THE FREEWAY (AT NIGHT) THE POWER STEERING SEEMED TO SHUT DOWN AND I COULD HARDLY MOVE THE STEERING WHEEL. THIS WAS VERY FRIGHTENING AND IT WAS A MIRACLE THAT I COULD MAKE IT OFF THE FREEWAY. VEHICLE WAS DIFFICULT TO CONTROL. LUCKILY, CLOSE TO HOME AND MADE IT TO MY DRIVEWAY. HAD THE CAR TOWED TO THE DEALER AND REQUESTED DIAGNOSTIC ALONG WITH MY 60,000 MILE SERVICE. I'VE ALWAYS HAD THE CAR SERVICED PER VOLVO'S REGULAR SERVICE SCHEDULE AND METICULOUSLY MAINTAIN THE CAR, AS I'M A REAL ESTATE AGENT AND SAFETY IS SO IMPORTANT -- I PUT CLIENTS IN MY CAR ON A DAILY BASIS. SERVICE REP CALLED ME THE NEXT DAY TO SAY MY RACK & PINION HAD FAILED AND NEEDED REPLACED, ALONG WITH ENGINE MOUNTING BOLTS. I WAS DISMAYED, AS THE CAR GAVE NO SAFETY INDICATORS (COMPUTERIZED) THAT ANYTHING WAS WRONG PRIOR TO STEERING FAILURE. I HAD NOTICED A LITTLE NOISE FROM THE FRONT SUSPENSION, BUT HAD PREVIOUSLY REPLACED RIGHT SIDE ENGINE BOLTS. I CALLED VOLVO USA AFTER LOOKING AT THE NHTSA WEB SITE AND FINDING MANY, MANY COMPLAINTS POSTED WITH MY SAME PROBLEMS. VOLVO USA TOLD ME THAT THEY HAD CHANGED MANUFACTURERS FOR THE RACK AND PINION SINCE MY 2000 S80 T6 WAS BUILT BUT WOULD NOT SAY WHY. THIS SEEMS VERY SUSPICIOUS. I ALSO HAVE HAD SEVERAL OCCASIONS WHEN BACKING THE CAR OUT OF THE GARAGE (COLD ENGINE), WHERE THE BRAKES FAIL TO STOP THE CAR FOR SEVERAL SECONDS (FEET). THIS WAS ALSO A COMPLAINT POSTED TO THE NHTSA SITE. I'M EXPERIENCING WAY TOO MANY PROBLEMS WITH MY VOLVO S80 AND WORRY THAT THERE IS AN OVERALL PROBLEM WITH THE 2000 S80 CARS. IN EARLY OCTOBER 2003 THE ELECTRONIC THROTTLE SYSTEM (ETS) LIGHT APPEARED ON MY CAR'S PANEL. THIS AFFECTED THE DRIVABILITY OF THE VEHICLE. I PURCHASED AN ADDITIONAL WARRANTY FOR MY VEHICLE WHEN I BOUGHT THE CAR IN MAY 2000. THE DEALER INDICATED THAT MY WARRANTY WOULD NOT COVER THIS PROBLEM AND THAT IT WOULD COST APPROXIMATELY $900 TO REPAIR IT. I DECLINED THE SERVICE. THE LIGHT CONTINUES TO COME ON FREQUENTLY (I.E., EVERY 2ND OR 3RD DAY OF THE WEEK). WHEN THIS HAPPENS, I WILL PULL OVER AND TURN OFF THE CAR FOR A MOMENT. WHEN I START IT UP AGAIN, THE LIGHT DOES NOT APPEAR AND DRIVABILITY IS NORMAL. AS A VOLVO OWNER FOR THE PAST 17 YEARS, I HAVE NOT EXPERIENCED ANY SIMILAR MALFUNCTIONS. I HAVE OWNED A 1982 VOLVO 240, A 1992 VOLVO 240 AND MY CURRENT VOLVO S70. ELECTRONIC THROTTLE SYSTEM (ETS) DASH LIGHT ILLUMINATED. ENGINE SPEED ELECTRONICALLY AUTOMATICALLY CUT BACK FROM 30 MPH AND HELD TO APPROX 10 MPH. I COULD NOT ACCERLATE. ACCELERATION RESTRAINED LIKE THERE WAS A GOVERNOR ON THE ENGINE. FOLLOWED OWNERS MANUAL INSTRUCTION. 4 TIMES CAR TURNED OFF AND ON AND LIGHT STAYED ON. LET CAR SIT ONE HOUR. THROTTLE SYSTEM RETURNED TO NORMAL AFTER WAITING ONE HOUR BEFORE RESTARTING. PROBLEM NOT REOCCURRED FOR 2 DAYS NOW. CONTACTED DEALER--NO CLUE AS TOO PROBLEM. RELATED TO CURRENT TSB REGARDING THROTTLE SYSTEM. *AK
